📚 Document the real meeting lifetimes and add the one-week news post

What this does

Brings the user docs in line with the lifecycle behaviour shipping in !566 (merged)–!570 (merged), and adds a news post.

  • user-guide/limits.md: new sections for the per-tier numbers — dateless meetings (90 days free, a year for Gamemasters/Commissioners), inactive retention (same split), max duration (a week, every tier), timeout cap (a day).
  • user-guide/meeting_lifecycle.md: the whole path retold with the real numbers; reactivation described as a fresh start (details kept, dates cleared, sign-up list starts empty); finishing a meeting now documented as clearing the participant list; the deletion heads-up no longer promises delivery to owners who blocked the bot — the warning admonition states the deletion happens on schedule whether or not the message could arrive.
  • LEFT/demotion behaviour (!569 (merged)) covered in the "leaving the bot" section: your spot in someone else's meeting outlives your account; /start brings you back with language and timezone intact.
  • news/one_week_in.md: "One week in" post — cutover recap plus the lifecycle tightening, written for users, registered in the nav.

Notes for review

  • Targets the !570 (merged) branch — merges last, after the code it describes.
  • Docs build passes (mb docs build).
  • EN only; ES counterparts don't exist for these pages yet.
