Refresh AGENTS.md and honor header: false for fork PR runs (#910) Move the header: false opt-out from the action.yml step gate into ultralytics-actions-headers so direct CLI callers such as the fork PR webhook honor it. Refresh AGENTS.md with fork PR handling, merge-goes-live semantics, and corrected where-to-look and pitfall entries. Bump version to 0.3.31.
