Harden fork PR webhook runs: retry diffs and reuse preinstalled formatters (#907) Retry the SHA-pinned PR compare for up to 14s so a just-pushed fork auto-format head is visible, never write a PR summary from an ERROR diff (merge handling keeps the existing summary), and skip reinstalling prettier/shfmt when the pinned versions are already on PATH.
