A consumer releasing aarch64 binaries bumps `rust-release-binary` to `@4.6.1`. ### Fixed - **`rust-release-binary`: the `aarch64-unknown-linux-gnu` and `aarch64-apple-darwin` legs build again.** Their `BUILD_CMD` was `cargo zigbuild`, so the recipe ran `cargo zigbuild build`, which cargo-zigbuild 0.23.0 rejects (`unexpected argument 'build' found`). `BUILD_CMD` now names the binary, `cargo-zigbuild`, whose `build` alias takes the same arguments. The `x86_64-unknown-linux-gnu` leg was never affected.
